OBJECTIVE OF THE ROLE
- This position is responsible for all safety processes and procedures on Projects, including third parties operating on ABU Projects.
- Reporting to the site Safety Superintendent - ABU Projects, the role enforces company safety policy and work procedures.
- The position works with the site Projects Team, Operations Surface Safety, and project contractors to complete accident investigations and ensure a safe working environment for all personnel and third parties.
ROLE ACCOUNTABILITIES
- Review critical controls and conduct supervisor workplace visits, inspections, positive observations, hazard observations and reporting, and planned task observations.
- Assess risks for all tasks and ensure controls are in place before and during task execution.
- Report all incidents, support investigations, and ensure corrective actions are completed on time, including actions assigned within own jurisdiction.
- Maintain a visible field presence by performing site visits across the entire project at least once per shift, and where possible coordinate with the Project Manager.
- Provide Health and Safety services to all Project Safety areas across Projects, Construction, Facilities, and Infrastructure.
- Monitor Health and Safety metrics and trends for surface activities and provide subject matter expertise for project safety works.
- Support development of the annual budget, identify cost items, and keep the Manager or Manager once removed informed.
- Engage the direct Manager to deliver the work of the Surface Safety department within approved budget targets, specified timeframes, costs, and related KPIs.
- Ensure requisitions are based on competitive cost, checked with the direct supervisor, and within approved budget.
- Monitor and ensure safety items and equipment are used in a cost-effective way across the area of jurisdiction.
- Demonstrate and comply with Safety Leadership and improve the culture across the Safety department regarding Safety, Health, and Sustainable Development.
- Achieve 100% compliance to set OHS KPIs and ensure direct reports also comply.
- Drive zero incidents and zero injuries related to activities under own involvement or jurisdiction.
- Conduct audits for all Health and Safety monitoring, compliance, and continuous improvement practices and protocols.
- Apply hazard and risk management processes and procedures for project safety.
- Monitor achievement of Surface Departments Health and Safety objectives and priorities.
- Support OHSAS 18001 compliance, monitoring, and variance management.
- Apply risk management processes for the identification and management of safety risks and opportunities.
- Support implementation and monitoring of the Contractor Safety Management System.
- Ensure compliance with regional and site safety requirements.
- Participate in safety meetings and support achievement of safety goals and targets.
- Ensure legislative and regulatory compliance and document control.
- Integrate environmental management into the team's work plan and implementation.
- Work with SHE Reps and the Safety Team to consistently deliver annual and quarterly plans according to role expectations.
- Support hazard reporting, risk management, and HSE event investigation, including identification and implementation of effective improvement actions.
- Ensure environmental compliance and legislative and regulatory compliance document control.
- Be accountable for the team's environmental obligations and performance.
- Conduct formal meetings with the team and report any weaknesses in environmental procedures.
- Enforce all environmental work procedures issued by the Departmental Manager.
- Investigate environmental incidents in assigned work areas and prepare reports with recommendations for onward submission.
- Attend all scheduled and assigned environmental training meetings.
- Act on all employee environmental complaints and suggestions.
- Support self-development through the Individual Development Plan and Accountability Action Plan meetings.
ROLE REQUIREMENTS
Education & Qualification
- Bachelor's degree in Engineering or Physical Sciences.
- Basic professional qualification in Health and Safety such as NEBOSH IGC or better.
- Completed an external safety or lead audit course.
- Completed Accident Investigations course.
- Must possess Ghanaian Driver's License.
- HSE Officer Competency certification from IDMC.
Experience
- Minimum of 3-7 years' experience within a mining, construction, or engineering environment.
- Can demonstrate understanding of hazard identification and controls, as well as risk management.
- Has participated in audits at other sites as a team member.
- Can lead investigations for moderate or high events and participate as a team member in High Potential Accident investigations.
- Able to lead and direct the work of a small team of employees.
- Able to deliver generic training programs to individuals or small work teams.
Knowledge & Skills
- Knowledge of applicable legislation and associated regulations.
- Able to develop workplace inspection systems.
- Able to lead SHE Reps under own jurisdiction and model required behaviours in the field.
- Able to coach work crews to adopt new safety processes even when challenged.
- Understands basic lead and lag safety data and can manipulate this data to develop short-term safety improvement plans.
- Able to identify safety needs of SHE Reps and other crew members and engage personnel or resources from other departments to address gaps.
- Able to facilitate incident investigations and identify root causes distinguished from causal factors.
- Able to work with SHE Reps to ensure safety audits, observations, and near misses are updated and all open action items are followed up.
- Able to maintain a daily work plan to guide identification and control of risks across the surface work area.
- Able to work with SHE Reps to ensure development, administration, and proficiency assessments.
