OBJECTIVE OF THE ROLE

• The Supervisor, Mechanical - Processing Plant is accountable for the development and implementation of maintenance for the Sewage Treatment Plant, Water Treatment facility and Tailings Storage Facility through the application of operational engineering policies, standards, processes and procedures to maximise plant availability in a sustainable and cost-effective manner, minimise operational risks, and support the business strategic objective.
• The role provides leadership and guidance to the integrated maintenance team for these areas to deliver safe, productive and efficient operational output, and to ensure equipment is maintained to original equipment manufacturer standards for timely handover fit for purpose to the succession operating contractor.
• The role develops and implements processes required for the STP, WT and TSF Maintenance Department to improve equipment reliability, ensure safety, manage costs, reduce environmental incidents and sustain operational improvement initiatives through execution of the AGA Asset Management Plan.

ROLE ACCOUNTABILITIES

• Provide technical input to safety management planning for refurbishment, construction and maintenance works, and apply HSE regulations with zero tolerance to breaches.
• Lead by example to create a safe working environment where risks are assessed and managed and tasks are performed without risk of injury or harm.
• Conduct inspections, audits, JHA and related safety management system activities to deliver compliance.
• Investigate all injuries, illness and incidents in a timely manner and develop action plans to prevent recurrence.
• Identify safety training needs and ensure delivery of training requirements so personnel can safely perform their work.
• Ensure monitoring and data collection demonstrate execution of STP, WT and TSF construction, refurbishment and maintenance activities in accordance with Government of Ghana approval conditions and the site Environmental Management Plan.
• Provide environmental workplace instruction to employees and enforce all environmental procedures issued by the department.
• Investigate process interruptions using analyse and improve tools and support reduction in energy usage within the role's sphere of influence.
• Support the Processing Department to maintain Cyanide Code certification.
• Investigate all environmental incidents in assigned work areas, prepare reports with recommendations and act on employee environmental complaints and suggestions.
• Define roles and accountabilities of subordinates using AGA's How we Work guidelines.
• Support recruitment, appointment, training and development of personnel in accordance with AGA policy and localisation objectives.
• Ensure the organisation structure is capable of delivering the STP, WT and TSF maintenance strategy.
• Develop and maintain a skills matrix, identify skill deficiencies, initiate corrective action and establish succession plans for key positions.
• Communicate policies and procedures clearly and provide guidance to subordinates in leadership techniques to achieve maximum performance.
• Ensure processes are in place for timely completion of STP, WT and TSF non-civil refurbishment activities.
• Provide subject matter input into design and constructability processes, ensuring safe constructability remains a high priority.
• Provide mechanical advice and guidance to the refurbishment project team on best practice and fit for purpose engineering and construction outcomes.
• Review, approve and sign off mechanical items in execution plans, schedules, testing plans, commissioning plans, handover plans, training plans, manuals, records, drawings, specifications and issued documents.
• Deliver mechanical requirements consistent with procurement and contracting strategy and manage interfaces with the EPCM contractor for construction and refurbishment works.
• Monitor contractors and the maintenance workforce to ensure works meet cost, schedule and quality expectations, and proactively control refurbishment priorities to avoid overruns.
• Verify with the Construction Manager that new builds meet safety, operability, standards, maintainability and reliability requirements.
• Design and implement monitoring and reporting structures to support operational readiness reporting for mechanical aspects of the Processing Plant.
• Implement the approved organisational structure and engage skilled personnel to deliver project targets and future operational requirements.
• Develop and implement systems for effective planning of work, safe work practices, performance monitoring and continuous improvement.
• Organise maintenance of all STP, WT and TSF items during Phase 1 and Phase 2 operations.
• Monitor and ensure maintenance work is carried out to the required standard to support operational requirements at optimum cost.
• Identify sub-standard work practices, determine root causes and eliminate them through corrective action.
• Task subordinates in line with agreed production plans and establish effective working relationships with other departments to achieve common goals.
• Implement corporate programs such as asset management strategies, System for People and Operational Effectiveness across areas of control.
• Deploy management routines to identify defects in the workplace and remove inefficiencies.
• Develop a two-year maintenance plan for STP, WT and TSF activities, including trend identification, failure root cause analysis, technology review and life cycle costing of key equipment.
• Contribute mechanical maintenance input to optimise STP, WT and TSF availability and capability sustainably.
• Deliver maintenance to the approved budget, propose solutions to unforeseen circumstances and identify opportunities to improve budget outcomes.
• Plan and monitor service work and long-term sustainable operation of equipment, including usage and performance monitoring of mechanical equipment.
• Establish processes for pre-start verification, analysis of consumables, adherence to preventive maintenance schedules, MTBF and MTBR reporting, calibration record analysis and monitoring of distributed services quality.
• Use SAP to develop and present annual master schedules, rolling three-month work schedules and monthly variance reporting with corrective actions.
• Verify supply, availability and condition of parts, inventory, consumables and rotable equipment required for sustainable operation.
• Coordinate the departmental budget in support of company objectives and strategy.
• Ensure cost impacts are evaluated, approved and reflected in revised budgets where required.
• Identify, communicate and implement cost reduction initiatives and manage the department in line with the operational budget.
• Communicate relevant financial detail to subordinates at the appropriate level to support understanding of budget obligations.
• Verify that all refurbishment and maintenance activities remain within the approved project schedule and achieve critical milestones.
• Develop risk and risk mitigation plans for all mechanical works relating to the STP, WT and TSF.
• Develop plans to ensure STP, WT and TSF maintenance and replacement align with the expected life of mine.
• Ensure the SAP asset maintenance management system is fully utilised in mechanical activities and that subordinates are competent in its use.
• Work collaboratively with procurement to establish inventory and spare parts for processing plant mechanical maintenance.
• Develop and maintain the Engineering Management Plan as a key project execution sub-plan for the area of accountability.
• Support establishment and maintenance of WBS, budget, schedule and construction work packs for refurbishment activities.
• Oversee RFI and Technical Query processes and review and approve technical and non-technical documentation.
• Review and input into relevant health, safety, quality and commissioning plans.
• Comply with relevant legislation, applicable codes, best practice, industry and AGAG standards, quality systems, policies, procedures, processes and internal project requirements.
• Attend and chair key review and departmental meetings and coordinate regular refurbishment engineering, mining and construction progress meetings.
• Maintain meeting records, agreed actions and follow-up, and maintain a regular SAP operational readiness interface and handover meeting.
• Participate in cost and schedule reviews and provide weekly, monthly and quarterly reports on safety, cost, schedule and quality.
• Advise management on progress and KPI status, including potential cost, schedule or quality variances, and review contractor progress claims.
• Participate in internal and external construction audits as required.
• Continuously identify opportunities to improve cost, schedule, quality and safety outcomes across activities in the area of accountability.
• Provide mechanical input into development of the commissioning plan and plan labour and resources to support commissioning.
• Inspect refurbishment works and oversee witness inspections and testing to ensure delivery in accordance with designs, specifications and expectations.
• Proactively identify and manage change to avoid potential cost, schedule and quality issues.
• Exercise authority to control approved budget in allocated section in line with AGA Delegation of Authority policy, stop unsafe work, issue safety instructions and initiate action including training against unsafe behaviour.

ROLE REQUIREMENTS

Education & Qualification

• Bachelor’s degree in engineering (with minimum of 3 years of relevant experience in engineering) OR
• Diploma in Engineering (Mechanical, Electrical, Maintenance, etc. per Reg. 51 &54 LI2182) with minimum of 5 years of relevant experience OR
• Technician Part III Certificate (with 5 years of experience in engineering operations) OR
• Master’s degree in management will be an advantage
• Financial, commercial and project management through work experience and courses

Experience

• 3+ years in engineering roles, with supervisory experience
• Experience in management of Maintenance and Repair Contracts (MARC)
• Experience in Project Management
• Knowledge of SAP PM module.

Knowledge & Skills

• Knowledge of SAP PM module.
• Strong mechanical maintenance competencies in mining and or extractive metallurgy environment and or mining industrial facilities maintenance.
