SUMMARY/OBJECTIVE OF ROLE:
The Tribal Liaison (Cultural Heritage Coordinator) will be a key liaison between AngloGold Ashanti and Native American communities in the Great Basin and Mojave Desert, fostering legally compliant, respectful, and culturally aware partnerships. This role advances AngloGold Ashanti’s commitment to environmental stewardship, cultural sensitivity, and collaboration with the communities in which we work for responsible development. The ideal candidate brings extensive experience in tribal relations, a solid understanding of the Great Basin ecosystem, and expertise in relevant cultural and regulatory frameworks.
Role accountabilities:
- Organize and facilitate regular coordination meetings with Tribal Councils, federal agencies, and other stakeholders to foster active engagement, proactively address community concerns, and ensure transparency around project developments.
- Develop and maintain a robust Stakeholder Engagement Plan and register and provide regular updates to the Community Relations Manager and project team.
- Assist the Community Relations Manager with developing and implementing the Community and Social Investment (CSI) budget.
- Support the development and maintenance of the cost center budget, manage expenditures throughout the year, and contribute to forward planning within the business unit.
- Maintain comprehensive documentation of all interactions, agreements, and communications with Native American tribes to ensure transparency, accountability, and continuity.
- Record all data acquired during engagements in the designated system accurately and promptly.
- This includes capturing detailed information on engagements, updating stakeholder mapping and any related adjustments, tracking commitments, and safeguarding confidential information as per agreed terms and conditions.
- Build and sustain strong relationships with Tribal Councils, community leaders, and federal agencies and promote partnerships that benefit all parties.
- Provide guidance on environmental justice, land access, and cultural heritage matters.
- Deliver training and skill-building for other departments on land access and cultural heritage as needed.
Technical Competencies:
- Knowledge of law and policy compliance related to tribal relations, particularly regarding access to sacred sites, plant collection, and resource management.
- Expertise in tribal engagement protocols, including communication on natural resource management, protection of sacred and cultural sites, and program implementation.
- A foundation in federal Indian law and principles of tribal sovereignty, including an understanding of the unique government-to-government relationship between tribal nations and the federal government, is preferred.
- Experience in negotiating and drafting Cooperative Agreements, Memorandums of Understanding (MOUs), or Memorandums of Agreement (MOAs) with tribal entities is advantageous, requiring legal knowledge and diplomatic skills to honor tribal sovereignty and reflect mutual objectives.
- Familiarity with confidentiality requirements for handling sensitive tribal information, particularly related to cultural resources, sites, and tribal interests, is beneficial.
Leadership & Management Competencies:
- Demonstrates deep respect for Native American cultures, traditions, and perspectives, with a commitment to advocacy for tribal interests in alignment with corporate goals. Proactively incorporates cultural insights into project planning and communications, promoting practices that honor tribal sovereignty and heritage.
- Skilled in dispute resolution with communities and tribal entities, demonstrating resilience and the ability to recover quickly from setbacks. Ability to make strategic recommendations for new initiatives and programs that support trust responsibilities and uphold tribal rights.
- Capable of facilitating communication between AGA and tribal communities, ensuring alignment with AGA’s mission and the needs of tribal stakeholders.
Education & Qualifications:
- Degree in anthropology, archaeology, environmental science, or a related field, or an equivalent combination of education and experience in tribal relations within the Great Basin.
- Experience with environmental impact assessments and the development of culturally sensitive mitigation strategies for projects near or on tribal lands.
- Willingness and ability to travel frequently to remote areas to engage directly with community members on their lands.
Required General Knowledge & Experience:
- Proven experience in community engagement and outreach with Tribal Governments.
- Understanding of tribal sovereignty and self-governance, with experience in supporting tribal consultation and coordination for complex projects.
- Familiarity with relevant laws and regulations, including the National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), and American Indian Self Determination and Education Assistance Act.
- Experience developing and managing a Tribal Relations Program to address both current and future needs of tribes.
- Background in natural resource management and program delivery as it pertains to tribal communities.
Legal Requirements:
- This role requires a valid driver’s license to drive company vehicle to and from the project site.
CONDITIONS OF EMPLOYMENT:
This is a full-time position. Days and hours of work are typically Monday through Friday, 8:00am to 5pm. Evening and weekend work may be required as job duties demand. As per operational requirements.
COMPENSATION:
Base Salary Range $80,000 - $100,000
