ROLE PURPOSE
The Role holder will Provide oversight and assurance of the Estimating function within the for medium and large projects in the Africa Business Unit (ABU) Project, ensuring the consistent development of Capital Cost Estimate(s) to support the evaluation and comparison of projects within the Africa Business Unit (ABU) Portfolio. This will include the ownership and implementation of the for Africa Business Unit (ABU) Project Estimating Standard, and supporting estimating processes, templates and tools (e.g. Quest) to achieve consistent quality outcomes, as well as functional management of estimating resources across the Africa Business Unit (ABU) Projects.
KEY ACCOUNTABILITIES:
- Act on all corrective actions assigned to you or under your jurisdiction and ensure timely completion.
- Assess risks for all tasks and ensure they are controlled before and during task execution.
- Report all incidents and ensure they have been investigated and corrective actions completed on time.

- Investigate all environmental incidents in assigned work areas and prepare reports with recommendations for the departmental Manager for onward submission to the Environmental Manager or his representative.
- Report back to Project Controls Manager on work issues and status.
- Accountable for the overall development, implementation and maintenance of the Africa Business Unit Estimating standards and systems - (and, where appropriate, industry best practice).
- Accountable for management of the adopted software tool for estimating implementation including maintenance of standardised estimating templates and coding structures, and central administration of the database.
- Ensure standard use across projects, providing training and guidance where necessary, and ensure data quality and integrity is maintained with routine back-up.
- Undertake assurance of estimating function across Africa Business Unit ensuring Standards are understood and adhered to; estimating deliverables are produced using the required template, to the appropriate level of detail / quality and in a timely manner and comply with the standard work breakdown structure / coding requirements.
- Analysing requirement documents, blueprints and project plans to gain a thorough understanding of the project.
- Determining what factors of production will influence the cost of the project.
- Preparing material, labour, and cost estimates for medium and large projects.
- Developing and maintaining relationships with company vendors and contractors.
- Managing bids from vendors and contractors and use data to prepare detailed cost analysis.
- Presenting prepared estimates to management and other stakeholders.
- Compiling and recording actual costs and compare with project estimates.
- Management of Project Estimate to achieve business needs.
- Mentor and develop estimating personnel, to raise competency and knowledge and promote best practice estimating techniques.
- Develop and maintain Project knowledge and benchmarking data to support Africa Business Unit development process.
- Establish the working relationship with stakeholders needed to facilitate the estimating project work.
- Maintain effective and on-going communications with both external and internal stakeholder.
- Ensure all aspects of commercial, legal, and financial corporate governance are implemented in accordance with AGA standards.
QUALIFICATION, EXPERIENCE AND TECHNICAL COMPETENCIES
Qualification
- Bachelor’s Degree in Engineering, Business, Finance or equivalent.
- Recognised qualification with AACE would be beneficial.
Experience
- Must have minimum of 5 years relevant experience in Project Controls function on major projects.
- Experience in the compilation of Operating Cost estimates.
Technical Competencies
- Is an acknowledged leader in the field of providing commercial support.
- Fully understands the AGA project management standard requirements to complete a major project (>$10m) to implementation.
- Can review a major project commercially for compliance against the standard and make recommendations to address deficiencies.
- Prepares and consolidates reports for high level decision – making.
- Uses sound judgement and experience to validate and/or question the data.
